(under Articles 14 and 16 of Law No 23/2007 of 4 July and subsequent amendments)
The Declaration of Entry into Portugal is compulsory for all foreign nationals who are third-country nationals who enter the country through an uncontrolled border from another member state and are temporarily housed in private homes or other accommodation not linked to the communication of accommodation to SEF.
You do NOT need to make an Entry Statement with SEF:
• Third-country nationals entering Portugal from borders subject to control;
• Citizens who are nationals, residents or visa holders of third countries, authorized to stay in Portugal for a period exceeding 6 months;
• Third-country nationals who settle in hotel establishments or other types of tourist accommodation that are required to report accommodation to SEF;
• Community citizens;
When should you make your Entry Statement:
Within 3 working days from the date of entry into Portugal.
Failure to comply with the Entry Declaration duty within 3 working days from the date of entry into Portugal is punishable by a fine of 60€ to 160 €.
